A curriculum package is not a set of slides; it is a controlled body of documents that has to satisfy an Administration, guide an instructor and produce a demonstrably competent trainee.
Development considers the applicable regulatory requirements, the competences to be achieved, learning outcomes, industry expectations, the capability of the delivering institution and the objectives of the programme itself. Where an IMO model course exists, it is used as the reference and adapted to the institution’s context rather than reproduced without adjustment.
